This change adds middle-truncation as resolved on in #3937 (comment).
I made some changes regarding the explainer based on the notes people had at the F2F, notably:
middletocenter(though should be discussed, as UAs are allowed to place the overflow marker outside the exact center)fade()andfadenot apply to middle-truncation for now (needs further discussion how to handle them)startandendkeywordsThe rest of the spec text is copied over from Overflow 4.
Once this PR is merged, I'll also open separate issues for all the things that still require some discussion.
Closes #3937
