needs-rolllabel no longer starts a roll, and the jobs that posted on the issue are gone. A roll starts on the schedule or by hand.git diff --raw. It rejects a file that becomes a symlink and a submodule, which the--summarycheck let through..upstream/, so text from issues and PRs does not reach it.
