• Opentelemetry: add flags field in TRACEPARENT EDNS option PowerDNS/pdns#16786 (review)

I haven't checked to see if it's really sending file:/usr/include/boost/test/tools/detail/fwd.hpp as a file path -- if it is, that's a bug, file urls should be at least file:/// if they don't have even more /s.

But, regardless of what it's sending, GitHub's UI should be compatible w/ this github service -- either not sending a "url" that won't work, or ensuring that GitHub's UI can use the URL.

The problem w/ the underlying file here is that the file in question is from a system-ish library as opposed to a library in the repository. -- As it happens, the file in question is probably installed prior to CodeQL scanning (but not actually burned into the image): https://github.com/PowerDNS/pdns/actions/runs/21403128391/job/61619475557#step:9:84
